Dragon Shouts in Skyrim are phrases of dragon language, consisting of three separate words of power, that can be used to unleash varied powerful effects. Dragon shouts are also called The Voice or Thu'um and do not require the use of Magicka or Stamina to activate. Players as the Dovahkiin (Dragonborn), a mortal with the soul of a dragon, are born with this power regardless of race. You can use dragon shouts only after completing Dragon Rising in the Main Quest. Players have to find words of power and unlock the dragon shouts using the souls of dragons that they can now absorb after slaying them. There are a total of 20 dragon shouts in the vanilla Skyrim, and a total of 27 dragon shouts with add-ons. The Dawnguard adds three and the Dragonborn adds four. To unlock all dragon shouts from all DLC, 65 Dragon souls are required.
Learning Dragon Shouts in Skyrim
To use Dragon shouts players first have to find the words of power then use dragon souls to unlock the shouts. The words of power form parts of dragon shouts that players can learn and use. Different dragon shouts have different number of words related to them. Some dragon shouts will need multiple words of power unlocked before being usable, while others may be used from unlocking the first word of the shout with more unlocked words giving stronger effects.
A dragon soul is required to unlock each discovered Shouts. Access the shouts sub-menu from the magic menu, locked shouts are shown grayed out. In the bottom right corner of the menu is the number of dragon souls available to use. Dragon souls can be obtained by killing dragons.
According to the Greybeards, a Dragonborn absorbs the knowledge of the words from the dragon's soul.
Finding Dragon Shouts in Skyrim
There are 2 ways to learn words of power in Skyrim. The first is through following the main quest where words of power will be taught to the player directly by various characters during the questline. These are are unlocked when learnt and so do not need additional dragon souls to unlock and learn.
The other method is to search for and interact with the word walls in the world to learn the words of power. While the locations of the words walls for each shout are fixed, the words are not locked to a specific wall. Therefore, traveling to any of the walls related to one shout will always gain the Dragonborn the first, second, and third words in order. This also applies to words of power that are learnt from quests, the player will receive the word of power of the Dragon Shout in order.
Using Dragon Shouts in Skyrim
After unlocking the Dragon Shout players can assign a shout to their dragon shout button to use. For powers with multiple words unlocked players can tap to quickly unleash the lowest power version or hold to unleash stronger versions. Shouts at full charge will automatically be used.
After a shout is used the navigation compass on the top of the screen will flare up with a blue and white outline. This shows that dragon shouts are on cooldown and will clear up once the player can once again use a dragon shout. This cooldown is shared by all dragon shouts so switching to another shout will still require the player to wait out the cooldown before being able to use it. Different Dragon Shouts will have different cooldowns so players may choose to use Dragon Shouts with lower cooldowns earlier in a combat to use multiple Dragon Shouts in the same fight.

After finishing The Horn of Jurgen Windcaller, Players will have the option to ask Arngeir for the location of Shouts. The location will be added to the map and a miscellaneous quest will be added to the journal. Players should be aware that if Paarthurnax is killed, Arngeir will no longer give out the locations of the words of power.

After shouting in a populated area, a courier may appear and deliver a letter which reveals the location of a nearby word wall, it is possible that the location has already been visited.
