Assist Jarl Balgruuf with the dragon threat
Wait for the Jarl's response
Deliver axe to Jarl Ulfric
Wait for orders from Jarl Ulfric

Reward

Walkthrough

Speak to Ulfric Stormcloak.
Receive Ulfric's War Axe.
Travel to Whiterun and give the axe to Jarl Balgruuf the Greater.
Wait for Balgruuf's reply.
Return to Ulfric.
